ESTABLISHING AN EUROPEAN CENTRE FOR THE INTEGRATION OF INSTITUTIONALIZED CHILDREN

The existing discrepancies between childcare institutions in Eastern Europe and those in Western Europe are deep at the moment. Placement centers in Eastern and Central Europe face blockings in the institutional system and difficulties in promoting large scale reforms because of both economic problems they are confronted with, and antiquated mentalities that take time to change. In the placement centers for children in Eastern Europe a series of factors still exists, preventing the creation of a climate resembling the family one, which could provide these children with the conditions necessary to recover from social, intellectual and psycho-affective handicaps and needs, and to enjoy their rights as stipulated in the UN Convention
    Starting with the handicap of lacking family affection, the children have to confront an ever changing society, which they must comply with on the road, otherwise they might be left aside.
Their only chance within these circumstances would be to gradually improve these centers, according to European standards, meaning to transform them into family centers, able to offer children a superior qualitative education, adapted to the new socio-economic demands.
    Since educational factors are subject mostly to each country's tradition, the promoter and partners of this project propose to find the most efficient manner of using the various experience of the European countries in the field of child education, to find solutions to problems such as:

  • the lack of professional training of the personnel in placement centers -(educators and social workers)- affecting the harmonious growth and development of the institutionalized children;
  • finding a modality to train institutionalised children in European countries together, and providing them with facilities and competencies, which they need in order to better know themselves, to communicate through new communication means, to share experience and enlarge their realm of knowledge.

    In order to achieve the proposed goals a multi-actor partnership was established, comprising organisms with various, complementary activities, and vast experience in their respective fields. The partner institutions have the following profiles:

  • Universities
  • Non-governmental organizations
  • Training organizations
  • Private enterprises
