Soziale und Pädagogische Massnahmen e.V

"Soziale und Pädagogische Maßnahmen e.V." [Social and Pedagogical Measures] (SPM) in Bielefeld, Germany has been providing youth and adult education in a non-school context for more than 20 years. The non-profit association offers further education courses, seminars and leaves for further education in areas such as work, politics, culture, and health. The educational programmes are offered for both, individual participants, and groups. Programmes for groups often require special concepts. We are often working with international groups with multicultural participants, for who we are planning and realizing individual seminars.
In the course of the last year, a new independent post developed from these co-operations, which deals with establishing European relationships and working with European networks. For this purpose, we were able to win a new staff member who is experienced in international European co-operation projects (see chapter 1.5). SPM e.V. consist of 15 staff members (6 full-time and 9 part-time staff members).
Each year, the organisation is offering 10,000 seminar lessons and 10,000 seminar days on the basis of the current legislation on further education (Weiterbildungsgesetze) in North Rhine Westphalia. The team has conference rooms in the city centre of Bielefeld, and one conference centre in the Teutoburger Wald with 60 beds and five conference rooms. SPM e.V. is a member of the Paritätischer Wohlfahtsverband (Parity welfare association) in North Rhine Westphalia and of the 'Arbeitskreis der Bildungsstätten und Akademien in Nordrhein-Westfalen' (work commission for seminar houses).

What is IRTS ?

    IRTS is a training and research Center approved and subsidized by the State.It trains professionals in the social sector. It works together with professionals in the social sector and offers work-based learnings including theoretical and practical instructions. IRTS is administrated by ALFOREAS (Association Lorraine de Formation et de Recherche en Action Sociale). The aim of this organization is to promote and develop in the various fields of social programmes, social and economic integration, social and cultural development, initial, superior and continuing education, research as well as every activities that would be connected to it.

A glance at social careers

Counting 400 000 people, social workers belong to a kind of jobs which are often complementary, including a wide range of structures. They accompany 5 up to 10 million persons having less or more difficulties.

Social work performs in a very evolutive scope under the influence of social, economical and political transformations.

Approaches are various for each job corresponding to the needs of the users and to the tasks of services or institutions that employ them : social measures for persons or groups, a guidance to specialised centers, work in medical teams, set up of file for house grants or financial helps, solidarity net achievement, set up of projects.

The main employers are :

- regions with a measure of autonomy, towns, and Councils of a French department
- institutions and services for adults and disabled or maladjusted people
- the State, social centers, housing establishments, private or government-owned firms.

We can distinguish four types of jobs :

ALFOREAS (Association Lorraine de Formation et de Recherche en Action Sociale) is aimed at :

- to promote and develop in the various fields of social programmes
- social and economical integration and social and cultural development,
- initial training
- superior and continuing training
- research as well as every activity that would be connected to it

Tulossilta Oy - Tulossilta Ltd.

    "Tulossilta Ltd." is a small, family owned training and consulting company, specialised in personnel training, which has close contacts with vocational training establishments. An initial part of the company's activities is provision and development of mentoring programs for different target groups (girls, female entrepreneurs, female engineers, trainers and teachers).
    Furthermore, Tulossilta Ltd. collaborates with regional labour as well as national and regional educational authorities. The company is also known for its training programs for entrepreneurs (start-up, follow-up, business development phases). Tulossilta Ltd. participates in European projects under ESF, ADAPT, Employment NOW, Leonardo da Vinci and Socrates.

Satakunta Polytechnic

   Satakunta Polytechnic is a multidisciplinary institution of higher professional education consisting of 10 educational units operating in five towns around the region of Satakunta and host over 6000 students. The polytechnic offers 20-degree programs in several fields.
Pori and Harjavalta units train young people and adults (secondary or vocational school graduates) for social fieldwork. The degree in social services is specializing in Finnish social pedagogy and special services for disabled and psychosocial support for families with problems of social exclusion.
   The Social work department has active collaboration within Socrates Program with several European partners, Nordplus with Scandinavian countries and the Baltic area. Cooperation consists of student and staff exchange, curriculum development and research plans.
Satakunta Polytechnic has 516 staff members (469 of them are fulltime). The social services and health care unit in Pori educates over 800 students and has 77 fulltime teachers. In social services we are developing innovative approaches and emotional working skills with children and their families as well as disabled persons.

Save the Children

    "Salvati Copiii" was established in 1990 and is a non-governmental, independent organization which is non-profit and apolitical. It promotes the rights of the child in accordance with the United Nations Convention. It addresses itself to all children in Romania, especially to disadvantaged children. Its activities are based on the voluntary work of its members. It has 15 branches in the same number of Romanian counties.
    "Salvati Copiii" has carried out its first activities of information and education. It is the only Romanian NGO invited to take part in analysing the first Report of Romania regarding the application within the country of UN Convention on the Rights of the Child, as part of the United Nations specialist committee. It was also invited to present the situation of street children in Romania at the special meeting of the European Parliament.
Salvati Copiii is a member of the International Save the Children Alliance - the first organization from Central and Eastern Europe to be admitted into this body which has been granted the status of first class consultant to the Economic and Social Council (ECOSOC) of the United Nations.
"Salvati Copiii" runs several programmes in favour of the children, mainly from the most disadvantaged categories of children: Assistance for homeless children, Health education programmes, Protection for HIV/AIDS infected children, Reintegration of institutionalized children into families and abandonment prevention, Modern facilities for children with motor and associated disabilities, Socialization of children in child-care institutions, Integration and socialization of refugee children in Romania, Protection of Roma children's rights, Counseling Centres for abused or neglected children, Counseling Centre for drugs addict young people, Information and Documentation Centre on the Rights of the Child.
"Salvati Copiii" initiated numerous researches and studies into the compliance of the Romanian laws with the UN Convention on the Rights of the Child, the sexual exploitation of children, child labour, street children, abandonment prevention, refugee children, Romanian children abandoned in other countries.

University of Bucharest

The University of Bucharest, established 140 years ago, offers a broad range of study programs at various levels: 22 short duration programs, over 60 long duration programs, 12 programs by open and distance learning, over 100 master and advanced studies, over 50 doctoral degree programs, professional conversion and upgrading programs. With the contribution of over 90 teachers, the Department of Social Work educates over 1.000 students in the fields of diagnosis of social issues, community and regional development, social policies, social communication, human capital development, child protection and equal opportunities. The subjects of child welfare and antipoverty policies, the situation of child at risk, social services for children, prevention of children abandonment, problems of disadvantaged children and children with disabilities are priorities of studies, research and technical assistance services provided by the Department.

Romanian Society for Life Long Learning

    The European training and education systems are subject to changes to come.They will need being adapted to new co-ordinates.
    Life long learning is not only one aspect of learning and training anymore. It must become the
leading principle for an active life long participation of the European citizen. The following ten years should be dedicated to implementing this vision. All European citizens, irrespective of their origin must be granted equal opportunities of adapting to the demands of the socio-economic changes, and also of an active participation to creating the Europe of the future.
    Life long learning concerns the future of all of us, in a unique, individual way.
    The Romanian Society for Lifelong Learning, founded in 2001, identifies itself with this context.
Considering that the notions, competencies and skills acquired during childhood and adolescence, within the family or at school, during professional or university training are not sufficient for our actual society, our organization supports the process of providing proper conditions so as more people may benefit of learning opportunities throughout their entire adult life.
    The major objectives of our organization consist of guaranteeing universal and permanent access to the learning process, in view of training and improving the skills and competencies necessary for a sustained participation to social activities.
    In order to achieve our goals, we shall pursue the following targets:


1. to visibly increase the level of investment in human resources, in order to turn to good account most of the human potential;
2. to improve and develop the teaching/learning methods and contexts, in order to enhance quality of the learning process;
3. to significantly improve the degree of involvement within the learning process and also the evaluation criteria;
4. to make sure that every citizen gets easy and permanent access to quality information and advice concerning educational opportunities in the country and in Europe;
5. to adapt the offer of lifelong learning opportunities to the demands of the society.

University from Cluj


    The University Babes-Bolyai, Cluj, is the oldest and largest university in Transylvania (Romania). The history of the University of Cluj goes 400 years back. As it is stated in its charter, it is a multicultural institution, which promotes equal opportunities by providing education in Romanian, Hungarian, German and in widely spoken languages, also supporting the interactions between these cultures. The University considers that it is its mission to contribute to the local, regional and national development from social, cultural and political point of views. It has 17 faculties in Cluj and through its network of colleges it is present in another 18 towns and cities. In 1999 the University numbered 1264 staff members, with more than a third having doctoral degrees. In 2000-2001, the student body of Babes-Bolyai University numbers 36993 students, with 24461 attending long and short duration courses and 1973 are enrolled in graduate programs, and 3250 attending doctoral studies.
    The social work department of Babes-Bolyai university has 375 students of its own and another approx 300 students with double specialization. The department has allowed participation in its training for several graduates of children's homes, as well as for Roma and handicapped students. In the last two years the department monitors 2 postgraduate courses (Management in social services - 2 semesters and a Master program in Child and family welfare - 4 semesters). The members of the department are also involved in other training courses for the staff of different social settings, as training Probation officers and the Eurodir project Training courses for directors of social institutions. The main interest of the department is to develop intervention models in all areas of social work: prevention and intervention in child abuse and neglect cases, helping drug and alcohol abusers, creating equal opportunities for Roma communities, helping children in institutions, reducing violence and delinquency.
